What is an idea worth without a business plan or action?

That’s the question I would like to have some feedback on.

I’m pretty much dead set on an answer when it comes to web application ideas and this question, but would like to have your input.

If someone you know has a solid idea, but no action, or plan of action, what is that worth?

I’ll go ahead and say that I think it’s worth little to nothing without a plan or action.

What do you think? What has been your experience?
